He has worked in regulation and competition, mainly, in the telecommunication markets. He is economist of the Portuguese Competition Authority since September of 2004. Between 2000 and 2004, he was specialist in the retail markets division of the Portuguese regulator for the electronic communications (ICP-ANACOM). In 1999 he was assessor of the regulation and interconnection department of an alternative telecommunications services supplier.
He has a B.Sc. in economics and postgraduate studies in applied economics and industrial economics and strategy. He also was a Teaching Fellow in Universidade Autónoma de Lisboa and in the Managing and Economics Department of Instituto Superior Técnic.
