He was born in Elazığ on 11 November 1951. He has graduated from Naval Academy as a top student in 1970. After serving at various sea duties he has graduated from Naval War Collage as a General Staff Officer in 1980. He served as staff officer in national and Maritime NATO headquarters abroad. Following command at sea duties as commander and commodore he served as Regiment Commander in the Naval Academy and Academic Dean at the Naval War Collage.
He has educated on Management Studies in the University of Maryland and Armed Forces War Collage. He has PhD degree on Maritime Management and Policy on ‘Maritime Education and Training’ at the Istanbul University.
