David Nabena is an Economist with the Nigeria Governors’ Forum, Abuja, Nigeria. He provides policy guidance on developmental issues for the 36 States of Nigeria and coordinates the Forum’s research with international development partners including the World Bank, Bill and Melinda Gates Foundation, the United Nations development agencies and the British Department for International Development.
