Jessie Dulay Garcia is currently serving his first term as a City Councilor of Mandaluyong. He ran as an independent candidate yet ranked third in the last district wide election, a feat that has never been done by an independent and newcomer in the field of politics in Mandaluyong.
Councilor Garcia is a successful businessman, though he comes from an economically poor family in Nueva Ecija. He persevered to uplift their economic situation. He took odd jobs at an early age and worked in Saudi Arabia for 7 years. After, saving enough money, he and his wife Betty risk to enter the publishing business, which eventually paid off.
