Mr. Rice has spent the last 30+ years as an information technology architect and program manager for Commercial, DoD and Federal customers. For more than three decades, he engineered specialized hardware devices, developed operating systems, communications protocols and “up-stack” application software. As a contractor to the GSA, the government looked to Mr. Rice to support 3 Presidential Transition Teams in engineering enterprise IT solutions and customer support processes.
