Mr. Torchon has been delivering systems to the emergency management market for the past 12 years. As VP of engineering of E Team, he is the original designer of the E Team EOC coordination software product.
This was the first entirely web based EOC application and is the industry leader, and incorporated a Web 2.0 architecture (in 1999), real time GIS mapping, and early adoption of interoperability via web services in 2001.
