3. Crime In Harlem In the 1800s there were 2 of the greatest "Gangsters" of Harlem. Everyone respected Al Capone and Lucky Luciano. Luciano was the Leader, like a chairman to the mob. Capone was his right hand man , second in charge then came the mob. They had a history of gambling, prostitution, gangs and drug dealing.
