Network access is one of the most critical pillars, for Thailands digital economy project to be successfully as both users, private and public networks need to be linked together, supporting and feeding off each other. The Information and Communication Technology Ministry (MICT), recognizes this and is seeking to add three other ministries with telecom networks, to share their capacities and serve the vision of a digital economy with a national telecommunications network pool. The national telecommunications network pool would share or lease networks to other operators to provide services, which will, increased the country's internet access and penetration. The major state agencies for the national telecom pool project is TOT and CAT Telecom, as well as three electricity enterprises under the Energy Ministry. On paper, these enterprises could indeed become the main part of an infrastructure that is able to serve as a pipe, connecting networks and people. However, there are some issues.
