Billie has been part of the Tampa Bay arts and business community since 1979, assisting visual, literary and performance artists through her work as journalist, editor, television producer/host, arts patron and working artist. She founded and funded the CAMS Acoustic Coffeehouse, showcasing visual and performance artists, coordinated the Soapbox Stage for the Times Festival of Reading for three years, and managed the Full Contact Poetry performance troupe which performed throughout the Bay area from 1994 - 2000, most notably at First Night/St. Petersburg from 1997 - 2000.
