Marcos Barinas-Uribe did graduate studies at Catholic University of America and the Southern California Institute of Architecture under a Fulbright Scholarship. Later on he did postgraduate studies in International Relationships at the National School of Diplomacy in Santo Domingo and a Graduate Diploma on Urban Settlements and Environment from Universidad de Chile.
In 1997, he was appointed as Director of Urbanism and Architecture of the Ministry of Housing in Dominican Republic. In the year 2000, he took charge of the Department of Architecture and Engineering of the Ministry of Environment. In 2004, he was selected as Interin Director of the National Council of Urban Issues.
