The CCA countries have formal trade relations with each other and their neighbours but agricultural trade seems to fall short of potential. Membership in the WTO offers opportunities for more predictability and transparency in trade policy, and the WTO rules can serve as filters to improve agricultural policy. Issues of particular regional significance include being landlocked and grappling with the practice of unofficial payments. The trade facilitation and freedom of transit rules of the WTO may over time help to manage these issues.
