This dissertation focuses on Cameroon Natural Risk Observatory: Relationships-rain floods and ORSEC Plan: the case of three coastal towns: Kribi, Douala and Limbé. Our work was to aim: proposals for the establishment of reliable and effective mechanisms. To reduce lives and material loss for future floods in the above mentioned cities. To achieve this, we conducted a tour of the factors that contribute to rains, predictive methods, natural and man-made flood causes, and horizon during this past disaster relief organization in the first part of the work. For the second part, we propose improved predictive matter and relief organization like elements for a good information, education, communication of the people and authorities for reduction of human and material losses in the event of flooding]]>
