From a programmatic standpoint, there are significant barriers to reaching low-income households with energy efficiency services and information. Low-income populations tend to be diverse in terms of culture, language, and housing arrangements. Capitals make defining such populations in need problematic; as we see here, even self-identified low-income residents of New Orleans had not defined themselves as in need of assistance.]]>
