N?o obstante, uma das principais limita??es ao desenvolvimento deste sector tem a ver com a dificuldade das empresas nacionais em desenvolver produtos de elevada densidade tecnol¨®gica, export¨¢veis e por isso competitivos. No quadro atual as empresas TIC nacionais s?o ainda muito dependentes de desenvolvimento de solu??es e servi?os e por isso com custos marginais muito elevados, e portanto dificilmente escal¨¢veis. Pretende-se com este trabalho fazer uma an¨¢lise de caso, focando em alguns casos de sucesso nacionais no sector das TIC de Defesa e comparando com as melhores pr¨¢ticas internacionais e formulando assim, um conjunto de conclus?es com vista a serem criadas melhores condi??es para emerg¨ºncia de produtos competitivos e novas empresas, na express?o inglesa "startups" das TIC de Defesa que permitam a emerg¨ºncia de um ¡°cluster¡± altamente especializado de empresas das TIC que possam atuar indistintamente no sector civil e militar, consoante as condicionantes conjunturais do mercado e identificando ¨¢reas nas quais Portugal tem j¨¢ alguma base instalada, e onde poder¨¢ apostar com vista ¨¤ sua diferencia??o no quadro das suas parcerias internacionais no ?mbito da Uni?o Europeia, da NATO e da CPLP.]]>
