(Urs & Sharma, 2010; Casey & McMilan, 2008; Lievrouw, 1989) melainkan semata-mata terbentuk dikarenakan adanya keperluan ilmu pengetahuan. There are very few discussions on instructional communication analysis or known as education communication focusing on anti-corruption and local wisdom. Instructional communication may become preventive solution to prevent corruption. The study discusses local wisdom-based anti-corruption instructional communication. Local wisdom becomes the focus of the study since culture acts as facilitator for internalization of anti-corruption principles. Malang is selected as the setting as the study due to its “arek” tradition. “Arek” tradition is transparent, straightforward and assertive; these are relevant to the principles of anti-corruption. The objective of the study was to identify local wisdom in anti-corruption education. The study was explorative qualitative and the method was focus group discussion. The subjects were teachers in SDN 2 Dinoyo Malang, SD Sang Timur Malang, and SD Insan Amanah Malang. These three elementary schools were selected as the setting because they have different religious orientation. The basis for selecting these schools was to describe different integration of the local wisdom and religious orientation each of the schools have. The findings stated that local wisdom had yet been utilized to facilitate the anticorruption education. Local wisdom was considered as government education embedded in the school activities. Some schools applied the program as a whole while some others were selective towards the program. Based on the findings, anti-corruption principles were embedded through religious and moral values that worked in the society. ]]>

Abstrak - Isu menjadi titik awal munculnya sebuah krisis terutama bagi pemerintah karena dapat membentuk persepsi negatif dari masyarakat bila tidak sesegera mungkin diberi tindakan. Jika isu tersebut gagal diantisipasi dapat menimbulkan sebuah krisis yang dapat merugikan pihak terkait yang dalam hal ini adalah pemerintah. Public relations atau humas diharapkan dapat mengobservasi alur opini publik terhadap sebuah isu dan memanfaatkan isu tersebut guna meningkatkan reputasi dengan cara menciptakan sebuah perencanaan program yang tepat. Penelitian ini bertujuan untuk mengkaji persepsi situasional, mengidentifikasi dan membuat kategori publik di kota Malang terhadap isu-isu terkait pemilihan umum presiden tahun 2014 menggunakan Situational Theory of the Publics (STP). Metode yang digunakan dalam penelitian ini yaitu analisis isi dan survei. Metode analisis isi merupakan metode pendahuluan untuk menentukan topik isu-isu seputar pemilihan umum presiden tahun 2014 yang sedang menjadi sorotan di koran Jawa Pos selama bulan April sampai Juni 2014 yang digunakan untuk variabel pertanyaan di kuesioner. Metode survei yang berfokus pada deskripsi varibel persepsi situasional dengan kuesioner sebagai alat instrumennya dan kemudian dipaparkan menggunakan teknik analisis statistik deskriptif dalam bentuk tabel frekuensi. Berdasarkan hasil penelitian ini peneliti menemukan bahwa tipe persepsi situasional dari publik kota Malang adalah problem-facing behavior. If the issue failed to be anticipated can lead to crisis which could harm the government. Public relations are expected to observe the public’s opinion flow about issue and take the advantage from the issue to increase reputation by creating appropriate program planning. The purpose of this research are to assess situational perseption , identify and create Malang city’s public category on issues which related to presidential election in 2014 using Situational Theory of the Public (STP). Methods that used in this research are content analysis and survey. Content analysis is a first method to determine topic of issues which related to presential election in 2014 that used for questionnaire question variables. The second method is survey which focused on description of situational perception variable with questionnare as the instrument tool and then presented using descriptive statistical analysis technique in frequency table form. Based on result of this research, researchers found that the type of situational perception from Malang city’s public is problem-facing behavior. Berdasarkan hasil penelitian ini peneliti menemukan bahwa tipe persepsi situasional dari publik kota Malang adalah problem-facing behavior. Kata kunci: isu, situational theory of the publics, persepi situasional, publik, humas Abstract-Issue become the starting point of the crisis emergence especially for govenment because it can form a negative perception from the public if government do not give action as soon as possible. If the issue failed to be anticipated can lead to crisis which could harm the government. Public relations are expected to observe the public’s opinion flow about issue and take the advantage from the issue to increase reputation by creating appropriate program planning. The purpose of this research are to assess situational perseption , identify and create Malang city’s public category on issues which related to presidential election in 2014 using Situational Theory of the Public (STP). Methods that used in this research are content analysis and survey. Content analysis is a first method to determine topic of issues which related to presential election in 2014 that used for questionnaire question variables. The second method is survey which focused on description of situational perception variable with questionnare as the instrument tool and then presented using descriptive statistical analysis technique in frequency table form. Based on result of this research, researchers found that the type of situational perception from Malang city’s public is problem-facing behavior.
