Looked at this in various contexts/domains (chronologically, from past to recent times): developing countries (Africa esp. Mozambique; Latin America esp. Bolivia, Paraguay and Uruguay); regional development in Italy (Emilia-Romagna, Southern Italy); local public administration (e-government); disadvantaged groups in Europe (migrants and ethnic minorities, elderly people, young people at risk of social exclusion).
