real issues.
Intangible/emotional issues: place-based resentment, feelings of
deprivation, sense of loss regarding facilities.
Tangible issues: vulnerability in dependence on cars, vulnerable
groups, and a vulnerable economic structure.
Risk of increasing issues if the transition is not just.
