No outage for scaling up/down like Oracle public cloud. 3. Its a managed service, no ssh for connecting to the database instance- HERE is AUTONOMOUS. No control for onsite DBA (example - to create index or partitions) 4. I raised question for Flashback or Recyclebin features to restore not available at this stage. 5. Database is pluggable database. 6. In Memory parameter is on. 7. Datafiles are on ACFS (ASM Cloud file system) not ASM disk group.
