ÌýÌý       Capitol   Commentary     419B Legislative Office Building   Raleigh, NC 27603-5925 (919) 715-3009 ruths@ncleg.net December 8, 2011 Legislative Update Raleigh, NC  In this hectic period between Thanksgiving and Christmas, I know a lot of people are taking time to reflect on the accomplishments of the past year. Our most recent mini-session of the state legislature reminds me that as we take stock of 2011, we should be mindful of how we define accomplishment.  Though we didn't pass a slew of new laws, state House members were in fact quite productive during the 2 ½ days we met at the end of November both in terms of legislation we approved and legislation we considered but did not approve. What we did: In a single bill, we approved a trio of small changes to state law that could all help encourage a bit of job creation! First, the bill loosened the limits on the size of small breweries that could sell beer on their own premises which will pave the way for two new breweries that want to locate here AND allow existing breweries to expand their business. (Cheers!) It also clarified state law to allow community colleges to offer a new certification training for public safety employees, thereby making it easier for those who want to seek out public safety sector work. (10-4 to that!) And finally, it cleared the way for Cherokee County schools (in the far western corner of our state) to accept federal funding that will result in more money for teachers and learning. (Do I hear an "amen" from Murphy,NC?) What we didn't do: We did not act upon the recent pact that Gov. Perdue recently signed to allow live card dealers at Cherokee Indian casino, as it wasn't completed in time for either the House or Senate to take it up. It's possible we could be called back to Raleigh for a special session on the issue, however.     And while we in the House did pass a bill to cap the state's gas tax -- which is set to increase next month -- the Senate did not feel as strongly about the issue and adjourned without taking it up. The issue could come up again in a future session, however. So, while we didn't emerge with a pages-long list of new state laws that we could point to as accomplishments, I think we accomplished a lot for 2 ½ days of work. And we are looking forward to doing more to aid the economic recovery when we reconvene next year.
