Implementing Directives
Article 249: of the Treaty of Rome gives the EU
the power to issue directives

Directives are binding on Member States
    But it is left to the Member State to use
    their own laws to implement the directives
    and that such laws have to be implemented
    within a set time limit set by the European
    Commission
The usual method for implementing directives:
in the UK is through delegated legislation
