પરરચય
o લાઇબ્રેરી કન્સોરટિયમ એ "બે કે તેથી વધુ મારિતી એજન્સીઓનો સમુદાય છે જે પારસ્પરરક
ઉદ્દેશો િાાંસલ કરવા માટે ચોક્કસ કાય્ને સાંકલન, સિકાર અથવા મજબૂત કરવા માટે
ઔપચારરક રીતે સાંમત થયા છે.
o તે પારસ્પરરક રીતે સાંયુક્ત લાભો પ્રાપ્ત કરવા માટે પુસ્તકાલયના જૂથુંુાં સાંગઠન છે.
લાઇબ્રેરી કોન્સોર્ટ્યા એ વ્યક્ક્તગત પુસ્તકાલયોના વપરાશકતા્ઓ માટે વધુ સાંસાધનોની
તાત્કાલલક પિોંચ પૂરી પાડવા માટે પુસ્તકાલયોના જૂથ વચ્ચે સિકારી વ્યવસ્થામાાં ઇ-
મારિતી ખરીદવા અને એક્સેસ કરવા માટેુંુાં નેટવક્ છે.
o અમેરરકન વવરાસત શબ્દ કોશ પ્રમાણે કન્સૌરટિયમ એ “સમૂિ અથવા સાંસ્થા વચ્ચે એક
સિકારી ધોરણે ઊભી કરેલી વ્યવસ્થા" અથવા “એક સાંઘ કે સમાજ” છે. ઓક્ષફોડ્ અંગ્રેજી
રડક્શનરી પ્રમાણે, “કન્સૌરટિયમ”નો અથ્, સમાન ઉદ્દેશ્યોને પૂરા કરવા અનેક શક્ક્તઓ,
કાંપનીઓ વગેરેનો લબનસ્થાયી સિકાર. આ એક પ્રકારુંુાં સાંઘઠન કે સાંસ્થાઓુંુાં સાંઘ છે, જે
પોતાના ઉપભોગતાઓના કોઈ વવવશષ્ટ ઉદેશ્ય માટે સેવાઓ પૂરી પાડવા સામાન્ય
વસ્તુઓના ઉત્પાદન અને સેવાઓના કામમાાં પ્રવૃત િોય છે.

પરરચય
પુસ્તકાલયો કે સાંઘોની એજ ાં
સીઓ માાંથી એકની ઓળખ માટે
સાંકલન કતા્ તરીકેની કામગીરી કરે છે. પુસ્તકાલયો કે સાંઘોની
એજ ાં
સીઓ માાંથી એક દરેક પ્રકાશક, વાતા્લાપ, કાયદાકીય બાબતો
વગેરેમા સાંકલન કતા્ તરીકેની કામગીરી કરે છે. ગ્રાંથાલય માંડળ
ખાસ કરીને કેંદ્રીકરણ તરફી વધુ િોવા કરતા વવકેંદ્રીકરણથી જુદા િોય
શકે છે.
કાંસોટીયમમા કેંદ્રીયકરણની માત્રા પ્રાથવમક કારણ િોય છે. જેમા
માત્ર સદસ્ય સાંસ્થાઓ એક્બીજા સાથે કેવી રીતે વાત કરે છે તે
ઉપરાાંત બિારની પાટીઓ (પ્રકાશક/વવક્રેતાઓ) સાથે સબાંધો જાળવી
રાખવાના િોય છે. વધુ વવકેંદ્રીક્રુત કાંસોટીયમ મા સ્વાયત્તાની
ટકાવારીને દરેક સભ્ય િમ્મેસા જાળવી રાખતા િોય છે.

પરરભાસા/ परिभाषाएं:
 અમેરરકન વવરાસત શબ્દ કોશ પ્રમાણે કન્સૌરટિયમ એ
“સમૂિ અથવા સાંસ્થા વચ્ચે એક સિકારી ધોરણે ઊભી
કરેલી વ્યવસ્થા" અથવા “એક સાંઘ કે સમાજ” છે.
ઓક્ષફોડ્ અંગ્રેજી રડક્શનરી પ્રમાણે, “કન્સૌરટિયમ”નો અથ્,
સમાન ઉદ્દેશ્યોને પૂરા કરવા અનેક શક્ક્તઓ, કાંપનીઓ
વગેરેનો લબનસ્થાયી સિકાર. આ એક પ્રકારુંુાં સાંઘઠન કે
સાંસ્થાઓુંુાં સાંઘ છે, જે પોતાના ઉપભોગતાઓના કોઈ
વવવશષ્ટ ઉદેશ્ય માટે સેવાઓ પૂરી પાડવા સામાન્ય
વસ્તુઓના ઉત્પાદન અને સેવાઓના કામમાાં પ્રવૃત િોય
છે.

Advantages of Consortia:
1. વવવવધ લાઇબ્રેરીઓ વચ્ચે સંચાર પ્રણાલી ઊભીકારવી (Building communication among different libraries)
2. બેવડાતા કોર જર્ન્લસસના સંગ્રહને રોકવં. (Avoid duplication of core collection especially for core journals.)
3. સંશાધન ભાગીદારી અને પ્રાપ્તતના હક્કો ખબ સરળ કરવા. (Easy access and resource sharing).
4. સમય અને માહહતી ખચસને ઓછો કરવો. (Reduce cost of information and time saving.)
5. લાઈબ્રેરી ક્ષેત્રના વ્યવ્શાવયકોમાં સ્પધાસત્મક વ્યવ્શાવયક શક્તતમાં વધારો કરવામાં મદદ

BRIEF INFORMATION ABOUT INDEST:ઇંડસેટ્ની ર્ૂકી મારિતી
માનવ સાંશાધન વવકાસ માંત્રાલય દ્વારા રડસેમ્બર 2000માાં આઇ આઇ ટી રદલ્િી માાં આયોજજત
રાસ્રીય સેવમનાર” નોલેજ નેટવરકિંગ ઇન એન્જીવનયરીંગ એન્ડ ટેકનૉલોજજ એજ્યુકેશન એન્ડ રરષચ્
“ પરના સેવમનારમાાં પુસ્તકાલય કન્સૌરટિયમ ના વવચારનો આવવષ્કાર થયેલો. (The idea of the creation
of the library consortia, took shape at the-/ “National Seminar on Knowledge Networking in Engineering &
Technology Education and Research” held at IIT Delhi in December 2000 under the Ministry of HRD.)
સેવમનાર કન્વીનર તરીકે ડો જગદીશ અરોરા િતા. આ સેવમનારમાાં દેશના 150 થી વધુ તજ્ગગ્નોએ ભાગ લીધો િતો. આ સૌના
અુંુરોધના આધારે માંત્રાલયે આઈ આઈ એસસી , બેંગ્લોરેના પ્રો. એન. બાલાકૃષ્ણનની અધ્યક્ષતામાાં ભારતમાાં ટેકવનકલ વશક્ષણ
પ્રણાલીમાટે ઈલેક્રોવનક સાંશાધનોના કન્સૌરટિયમ ના સભ્યો માટે એવપ્રલ ૨૦૦૨ માાં વવશેષજ્ઞ જૂથની રચના કરવાનો વનણ્ય કરાયો
િતો. (The seminar was coordinated by Dr. Jagdish Arora and it was attended by more than 150
participants from engineering and technological institutions from all over the country. Based
on the feedback, ministry decided to set-up the expert group in April 2002 for the consortia–
based subscription to electronic resources for Technical Education System in India under the
Chairmanship of Prof. N. Balakrishnan from IISc, Bangalore.)
1.“The INDEST-AICTE Consortium”એ એવશયામાાં સભ્ય સાંસ્થાઓની સાંખ્યાના આધારે સૌથી
મોટો કન્સૌરટિયા છે. (INDSET-AICTE consortium is biggest Consortium in terms of number of member
institutions in Asia.)
2.કન્સૌરટિયા પોતાના વત્માન અને ભાવવ સદસ્ય સાંસ્થાઓની તાકાતના આધારે પ્રકાશકો પાસે

1. “The INDEST-AICTE Consortium” એ એવશયામાાં સભ્ય સાંસ્થાઓની સાંખ્યાના આધારે
સૌથી મોટો કન્સૌરટિયા છે. (INDSET-AICTE consortium is biggest Consortium in terms of
number of member institutions in Asia.)
2. કન્સૌરટિયા પોતાના વત્માન અને ભાવવ સદસ્ય સાંસ્થાઓની તાકાતના આધારે પ્રકાશકો
પાસે સવ્શ્રેસ્ઠ રકમતો અને શરતોની સમજૂતી કરારો કરાવી શકે છે. (The Consortium
attracts the best possible price and terms of agreement from the
publishers on the basis of strength of its present and prospective
member institutions.)
3. કન્સૌરટિયમમાાં ઈલેક્રોવનક પવત્રકાઓ 12,000થી વધારે પ્રકાશકો અને સાંગ્રાિકોના
માટે સભ્યો નોધાયેલા છે. (The Consortium subscribes to over 12,000 electronic
journals from a number of publishers and aggregators.)
4. કન્સૌરટિયમની દશા્વેલ વેબ સાઇટ પર સદસ્યતાપ્રાપ્ત સામવયકો અને તેમની
વેબલલિંક અને સાંસ્થાઓની મારિતી વવગતે મેળવી શકાશે.
5. ( The consortium website at http://paniit.iitd.ac.in/indest. hosts searchable
databases of journals and member institutions to locate journals subscribed by the
Consortium, their URLs and details of member institutions.)

Objectives
1. To subscribe electronic resources for the members at highly discounted rates of
subscription and at the best terms and conditions./(સભ્યો માટે ઇ-સાંશાધનો વધુમા
વધુ સારી કમીશન રાિતો, વનયમો તથા શતો ઓછી કરાવવી.)
2. To extend the benefit of consortia-based ubscription beyond the core members to
other engineering and technological institutions./ (બીજી એંજીવનયરરિંગ અને ટેક્નીકી
સાંસ્થાઓ માટે સામાન્ય સભ્યો કરતા વવશેપ લવાજમ લાભ અપાવવા.)
3. To impart training to the users and librarians on subscribed and usage of electronic
resources./(ઇ-સાંશાધનોની સભ્ય પદ અને ઉપયોગ અંગે ઉપભોગતાઓ અને
ગ્રાંથપાલોને તાલીમ આપવા.)
4. To find more avenues of cooperation and interaction amongst member libraries./
(સભ્ય ગ્રાંથાલયો વચ્ચે સિયોગ અને સાંચાર-સમ્વારદતાના વધુ રસ્તાઓ ખોલવા.)
5. To increase scientific productivity in terms of quality and quantity of
publications./ (પ્રકાશનોની વૈગ્યાવનક ઉત્પાદકતા-ગુણવતા સાથે સાંખ્યામા વધારો
કરવો.)

ઇ-સ્રોતોની પસાંદગી/Selection of E-Resources :
1. The electronic resources already on subscription in the beneficiary institutions were
preferred over those which are not being used in any of the beneficiary
institutions;/(लाभार्थी संस्र्थानों में सदस्यता पि पहले से ही इलेक्ट्रॉननक संसाधनों को उन लोगों पि
प्रार्थममकता दी गई र्थी जिनका उपयोग ककसी भी लाभार्थी संस्र्थान में नहीं ककया िा िहा है;)
2. Resources that are “electronic only” were preferred over those that are print based unless
completely unavoidable;/( संसाधन िो "क
े िल इलेक्ट्रॉननक" हैं, उन पि पसंद ककए गए िो वप्रंि
आधारित हैं िब तक कक पूिी तिह से अपरिहायय न हों;)
3. Resources that are very important but highly cost intensive were preferred over those
which are less important or less used but low cost;/( संसाधन िो बहुत महत्िपूर्य हैं लेककन
अत्यधधक लागत गहन हैं, उन लोगों पि पसंद ककए गए िो कम महत्िपूर्य या कम उपयोग ककए िाते हैं
लेककन कम लागत;)
4. Avoid Resources where electronic versions are made available free on subscription to
their print versions./(संसाधनों से बचें िहां इलेक्ट्रॉननक संस्किर्ों को उनक
े वप्रंि संस्किर्ों की

સભ્યપદ/Membership:
આ કન્સૌરટિયમના સભ્યપદ ત્રણ પ્રકારના સિયોગથી પુરા પડાય
છે. જેમકે : (The INDEST-AICTE Consortium has three types of
members based on funding. Such as):
1. MHRD દ્વારા ખાસ સિયોગ થી/Core members supported by
MHRD;
2. એઆઈસીટીઇના સિયોગવાળાં સભ્યપદ/AICTE supported
members;
3. પોતાના સમથ્નવાળાં સભ્યપદ/Self-supported members.

1. funded technical institutions in the INDEST-AICTE consortium.
2. AICTE supported members
 Since March 2003, AICTE provided financial support to the Government/Government aide
institutions and Technical Universities/ University Departments having programmes i
engineering and technology.
 The Consortium provided IEL, ASCE, ASME and/or ASTP to 60 institutions with AICTE suppor
based on the courses they offer from 2003 to 2011. These included 37 engineering and technolog
colleges and 23 universities having engineering departments/faculty. All 60 Institutions offe
postgraduate course in engineering and technology.
3. Self-supported members:
The Consortium also helped the technical institution of the country by offering the e-resources on
self-support mode. The self-supported membership started with 18 members in 2003. In 2005 AICTE
joined hand with ‘INDEST Consortium and got renamed as ‘INDEST-AICTE Consortium’.
1. AICTE played a pivotal role in enrolling its approved engineering colleges and institutes as
member of the Consortium with 6 e-resources (IEL Online, ASCE,
2. ASME, Springer Link, DEL, and ESDU).
3. In 2007 over 23 e-resources were negotiated by INDEST-AICTE Consortium for the self-
supported institutes. The rates of subscription each year are posted at INDEST-AICTE Consortium
web site for subscription renewal. There was a constant increase

Conclusion:
 INDEST – AICTE consortia is play as most significant role in E-
Resources specially in the field of Engineering, Science and
Technology.
 Its has good objectives and mission to provide good services to
its members.
 There are several types of E resources are available under this
consortia with less or minimum cost.
 In 2012, AICTE proposed mandatory e-resources for the AICTE
affiliated engineering colleges.
 Membership libraries have build or acquire good E resources
under this consortia to reach globalization in learning and
research.
