Implementing the strategies requires substantial capital investments, which will increase the non-fuel tariff component of electricity rates. However, the investments are expected to significantly reduce the fuel tariff component over the long run by lowering diesel consumption. The paper examines whether continuous increases to the non-fuel tariff can ultimately decrease the fuel tariff through heavy investments in capital projects that achieve fuel savings.
