ABSTRACT : The World Health Organization (WHO) emphasizes the importance of an effective system in
handling emergencies to reduce mortality and disability (WHO, 2023). In Indonesia, this service is regulated in
Law No. 17 of 2023 concerning Health and Regulation of the Minister of Health No. 47 of 2018 concerning
Emergency Services. However, obstacles in its implementation still occur, especially related to the limited number
of medical personnel, especially doctors, in remote areas. The purpose of this study is to examine the delegation
of authority of doctors to nurses in emergency services based on the principles of the Medical Code of Ethics.
This study uses a normative legal approach with a literature study method. Data were collected from primary legal
materials, such as Law No. 17 of 2023 concerning Health, and secondary legal materials in the form of journals
and related literature (Huda & Huda, 2021). The analysis was carried out using a statute approach and a conceptual
approach to examine applicable regulations and their suitability to practices in the field.
The results of the study indicate that the delegation of authority from doctors to nurses in emergency services is a
common practice in Indonesia, especially in areas with limited medical personnel. However, existing regulations
do not specifically regulate the limits and mechanisms for the delegation of authority. Therefore, a clearer policy
revision is needed regarding the delegation of authority in emergency services as well as increased training for

knowledge use optimization methods alongside data analysis techniques and resource management models to
create innovative improvements for emergency supply chains. The research utilizes potential applications of
industrial engineering methods for improving disaster response operation frameworks. It also assesses supply

ABSTRACT : Organizational resilience is a process carried out by organizational leaders in overcoming difficult
situations by issuing appropriate policies and mobilizing all components of the organization and reformulating
concrete positive steps in a short time so that the organization does not experience shocks and the organization's
operational activities can run as they should. Educational institutions managed by the community as educational
organizations face extraordinary challenges in the competition to survive and the slow pace of development due
to educational policies. Therefore, research is needed to obtain information on variables related to increasing
organizational resilience. This study aims to find strategies, methods and optimal solutions to increase
organizational resilience through knowledge management, adversity intelligence and work motivation. This study
uses a survey method with path analysis and the SITOREM method to analyze key indicators. Using smart PLS
analysis to obtain the magnitude of the influence between the variables of knowledge management, adversity
intelligence and work motivation on organizational resilience. Using SITOREM analysis, an optimal solution is
obtained for increasing organizational resilience. This study provides recommendations for increasing
organizational resilience that can be used as a reference for strategic decision making for school principals, the

intricate linkages between internal displacement, poverty, and underdevelopment in the region, emphasizing the
need for comprehensive and sustainable solutions. Addressing the root causes of displacement and economic
instability requires a deep understanding of the regions unique cultural, social, and economic dynamics. The
study underscores the importance of supporting both internally displaced persons (IDPs) and host communities.
Strengthening the capacity of host communities to provide essential servicessuch as healthcare, education, and
sanitationcan enhance resilience and foster more inclusive development. Moreover, targeted policies and
programs that promote sustainable livelihoods are crucial in mitigating the adverse effects of displacement and
fostering economic growth. The findings advocate for policies that prioritize the needs of IDPs and host
communities while acknowledging the complexities of displacement and poverty. By integrating these insights,
policymakers, practitioners, and researchers can develop more effective strategies to promote long-term socioeconomic stability and peace in the BaSulTa provinces. This study contributes to the broader discourse on
displacement and development, offering practical recommendations for addressing the challenges faced by
