at the NE 6th Street on-ramp. The tool said the rate was $2.00 from Bellevue to Hwy
522. When I reached the on-ramp 10 minutes later, it was $4.00. My desire is to go to
I-5, but that was $5.25, so I get off at early and take back-roads home. Note: I have 3
carpoolers at times, but schedules are not consistent, so many times instead of 4 of
us, there are two, which still means we need to pay to use the HOV lane. The obvious
alternative is to slog through traffic adding an extra hour or more to the commute

The toll for the express lanes fluctuates depending on the volume of traffic. The
state relies on this form of congestion pricing to keep the traffic in the express
lanes moving.
But in recent years, higher tolls haven't been enough to dissuade drivers from
using the lanes, especially on northbound I-95.
For eight consecutive months up to March, the northbound express lanes failed
to meet the state's goal of moving traffic faster than 45 mph 90 percent of the
time.
Officials saw a slight improvement in travel speeds in March, with travel speeds
45 mph or faster 48 percent of the time. In February, speeds exceeded 45 mph
only 38 percent of the time.
Last year, the state raised the maximum toll on the express lanes to $1.50 per
mile or $10.50, with the idea it would discourage some drivers from entering. Too
many cars mean slower speeds. But $10.50 has not been a big enough deterrent.
