Introduction:
I consider it a great privilege to be invited to make a presentation to
this group of great Nigerian Civil Engineering Students in an area
that has been my passion and in which God has graciously enabled me
to play a pioneering role in our country.
I am also elated by the doggedness of you students, who in spite of the
COVID-19 pandemic which has confined many to their homes for the
past four months and still counting, have not been discouraged in your
quest to build knowledge and capacity in the exciting profession called
Civil Engineering. A profession that I have had the opportunity of
exploring a sizable proportion of its wide coverage thus making me a
multidisciplinary professional.
Thirdly, my excitement knows no bound because it has been my
lifetime campaign to put Facility Engineering & Management on the
front burner of the agenda for national development in our country,
Nigeria. Your interest in this area of specialization which I must
confess, is very exciting gives me hope that I have a generation to
which I can hand over the baton in my hand.
NATIONAL DEVELOPMENTS
Nations are adjudged by the quality of life of their people and the
infrastructural development they have been able to rake up by
conquering and subduing the forces of nature to the advantage of their
people. God in creation, has released enormous potentials in nature
and it takes engineering to transform, overcome and subdue these

forces for the benefit and comfort of human existence. Civil
Engineering, much more than any other profession, has been in the
fore front of eliminating obstacles and making life easy for human
existence. Little wonder that it is referred to as the mother
Engineering!
INFRASTRUCTURAL DEVELOPMENT
Nation states routinely embark on infrastructural development for the
purpose of developing their economies, their social services and the
general wellbeing of their peoples. Most often these developments
constitute a huge portion of their annual and long-term national or
regional budgets. However, the quality of the management and
maintenance of these infrastructure and facilities determine the
sustainability and longevity of these projects. Consequently, the
benefits in the long-term of these projects are determined by the
sustainability profile.
For a sustained economic viability and continuous value for money,
the need for efficient and optimum management of these
infrastructure and facilities cannot be overemphasized. The science,
engineering and technology of ensuring the sustainability and
continuous functionality of these facilities and infrastructure is the
expertise referred to as Facility Engineering & Management.
Sustainability of these infrastructure is the only means through which
governments or an investor can derive a sustained economic/social
benefit from these projects.
Inn the past, organizations have been content with maintenance
management as a concept of driving this sustainability however, in the
last forty years, new thinking and research has proven that a radical
redirection of maintenance management from the backroom as a cost
center to the core of business as an investment is not only more
efficient but adds significantly to the bottom-line. This concept is
known as facilities Management.
Most Infrastructure and facility projects are implemented in four
phases of Predesign, Design, Construct & Manage. Whereas
sustainability profile emerges at the management phase the reality of
its occurrence is that it mostly has its roots in the founding phases of
Predesign, Design and construction. It is therefore important that the

project management regime be gotten right in all phases in order to
ensure the sustainability of the project.
PROJECT MANAGEMENT
Project Management which is defined by the Association of Project
Managers as the application of processes, methods, skills, knowledge
and experience to achieve specific project objectives according to the
project acceptance criteria within agreed parameters is a necessary
tool for driving project implementation successfully. It therefore
behooves on the project manager to keep a keen eye on the
sustainability profile in all the phases of the project.
The Project Manager must keep a keen eye on the decision making
about elements such access for maintenance, type, size and quality of
construction inputs with a view to replacement and maintenance in
use. Decisions on the choice of electromechanical plants considering
the consumption patterns, cost and maintenance in use etc. All these
create a nexus between the Project Manager and the Facility Manager.
Efficiency demands that where possible, the Facility Engineer/
Manager should be involved in the project from design though
construction till when eventually he starts managing the facility.
FACILITY MANAGEMENT
Facility management is the profession that encompasses multiple
disciplines to ensure the functionality of the built environment by
integrating, people, place, process and technology. Of recent, some
have added property into this definition. This concept as earlier
mentioned is a transformation that adds more competences to the
maintenance management function thus bringing into the fore as a
core investment which ensure continuous functionality and
operational comfort of the core business thus adding significantly to
the bottom line. The Facility manager thus is a frontline executive
rather than a backroom executive who only constitutes a cost center to
the organization.
FACILITIES ENGINEERING originated from plant engineering
within the same period as facility management however it is concerned
with the acquisition of additional competences to plant engineering in
order to provide a higher capacity in management and business

functions. The current trend is a convergence of both Facility
management and facility engineering to produce robust professionals
with multiple competences for managing the workplace, facilities and
infrastructure.
THE ROLE & IMPACT OF FACILITIES ENGINEERS
This presentation has already underscored the importance of the
facility engineer in the lifecycle management of infrastructure and
facilities. The expertise, knowledge and experience of the facility
engineer can mean the difference between a failed and a successful
project. All projects embarked upon with the aim of continuous
functionality and sustainability must have at its core the facilities
engineer as fulcrum. From complex and heavy engineering industries
to simple city infrastructure management, the facility engineer is the
professional that makes things work
THE ADVANTAGES OF THE A FACILITY ENGINEER/ MANAGER
TO A PROJECT ARE AS FOLLOWS:
1. The involvement of the facility engineer at the design stage
ensures a lifecycle economy of the project design by utilizing past
performance criteria in decision making.
2. An early reference to the facility engineer ensures design
efficiency of systems due to the experience and track record in
use of these systems from other facilities.
3. The facilities engineer adds value in the construction phase by
advising on safe construction techniques that will ensure easy
maintenance management in use and reduced downtime.
4. The facility engineer ensures prompt and efficient maintenance
in use at optimum cost thus improving the bottom-line.
5. The function of the facility engineer ensures only planned
shutdown and low downtime thus eliminating breakdowns
6. With the expertise of the facility engineer in planned, routine,
preventive, running, periodic etc. maintenance, budgeting and
budget performance is optimized.
7. Due to the adoption of regular and planned maintenance
regimes, a lower replacement cost ensues in the operation of the
facility or infrastructure.
8. Knowledge and expertise in facilities engineering results in
optimum utilization of the resources available.

profits for business concerns

Construction Project Management is crucial to the successful
realization of any project, however, to ensure its continuous
functionality and a good return on investment, the role of the facility
engineer cannot be over emphasized.
The missing link between capital spending on projects in our country
without commensurate availability of infrastructure and facilities
performing at optimal levels is Facility Engineering/Management.
The future of Nigerias renaissance rest on you!
