The glass windows and brick walls will reflect sound in an open space. While outside, the wind will carry sounds away quicker so the effects of the windows and walls on noise may not be as noticeable compared to inside where there is no wind to disperse sounds. Being outdoors, the windows and brick walls will still reflect sound but the wind prevents the reflection from being as apparent.
