1. Cadoul Guvernului Rom?niei pentru Moscova
Ministrul Energiei, Ni?? de la PSD, face un cadou generos Rusiei ?i un deserviciu major Rom?niei.
Spun asta dup? aflarea ?tirii c? Ni?? nu respect? ce a promis oficial, s? realizeze p?n? la sf?r?itul
anului 2013, o nou? strategie energetic?. Acum renun??, a declarat recent c? acum nu are bani de
licita?ie ?! ?i c? poate ?n 2014. Actuala strategie energetic? este inegal?, greoaie, stufoas?, neclar? ?i
cum vre?i s? ?i mai spunem, dar este ?n vigoare, dar este clar c? nu a folosit nici guvernelor
anterioare ?i nici actualului.
Las la o parte faptul c? nu ?n?eleg de ce trebuie o licita?ie pentru o strategie. ?n ultimii ani,
?ndomeniul energiei au fost zeci dac? nu sute de proiecte, dezbateri, seminarii, grupuri de reflec?ie,
toate regiile autonome din domeniul au sponsorizat la greu studii mai mult sau mai pu?in serioase,
camere de comer? bilaterale, forumuri energetice cu zeci ?i sute de mii de euro arunca?i pe hoteluri
de 5 stele, cu oficiali guvernamentali invita?i, plimba?i ?i g?dila?i, ca acum s? vin? dom Ni?? s? ne
spun? c? nu are bani. Domnu Ni??, mai vrei s? dai ceva unei firme de consultan?? ? Zi domle
cinstit ? Normal c? nu ai bani, pentru c? pl?tim c?tre UE sanc?iuni pecuniare pentru ne-introducerea
legisla?iei privind pia?a unic? a energiei ?n Europa.
Ce spunea comisarul pe energie Oettinger ?n 2011, adic? la ce am aderat, uite domnu Ni??
calendarul p?n? ?n 2014:
The work ahead of us until 2014. What remains to be done?
First, the Regulation on energy market integrity and transparency (REMIT), which will set
clear rules for energy trading and create confidence in proper market functioning, is
scheduled for adoption this October. The Regulation is expected to come into force before
the end of this year.
Secondly, we have an ambitious work programme until 2014 to harmonise our market rules
and network operation rules in the EU, both for electricity and for gas. This process will
require significant efforts from many stakeholders, Member States, the Commission, ACER,
national regulators, ENTSO, European energy companies and industry associations. Work is
already well on its way. This topic will be discussed in more detail this afternoon.

2. Thirdly, we also need to put in place an effective framework for facilitating investments in
our energy infrastructure. Major investments are needed in Europe to enhance market
integration, competitiveness and security of energy supply and to prepare ourselves for the
move to a low carbon economy. In October, the Commission will propose a regulation to
define and build the essential infrastructure Europe needs with a 2030 perspective.
Furthermore, moving to low carbon and secure energy generation across the EU will
require increased cooperation and coordination amongst Member States.
We need to develop and put in place new coordination mechanisms. This has been broadly
recognised at the informal energy Council last week. The Commission is currently preparing
the setting up of an Electricity Coordination Group. This will provide a platform for
exchanges between Member States, the Commission and stakeholders on policy decisions
taken at various levels, which impact on the internal energy market.

The completion of the EU internal energy market Getting to 2014
Din 2011 Rom?nia nu a f?cut mai nimic, rezultatul ? Sanc?iuni financiare.
Internal energy market: Commission refers Romania to Court for failing to fully
transpose EU rules.
The European Commission is referring Romania to the Court of Justice of the European
Union for failing to fully transpose the EU internal energy market rules. To date, Romania
has only partially transposed the Electricity and Gas Directives. However, Member States
should already have fully transposed these Directives by 3 March 2011.
For each partially transposed Directive, the Commission proposes a daily penalty of 30
228.48. The level of this penalty is set taking into account the duration and the gravity of the
infringement. In case of an affirmative judgement of the Court, the daily penalty is to be
paid from the date of the judgment until the transposition is completed. The final amount of
the daily penalties will be decided by the Court.

The EU has set an objective to establish the internal energy market by 2014, and eliminate
the energy isolation of certain Member States by 2015.

prioritare. Evident, Rom?nia ca ?ar? de grani?? UE ?i vecin? cu Ucraina, Marea Neagr? ?i implicit
Turcia, nu va avea un cuv?nt de spus despre ce proiecte energetice de interes comun ar trebui s?
adopte UE. Nu avem strategie actualizat?, venim cu ea dup? ?ncheierea negocierilor, nu avem o list?
de priorit??i, deci st?m ?n banca noastr? ?i sper?m ca m?car ?n 2015 s? avem speran?? c? UE va da
ni?te bani ca sa nu mai fim insul? energetic?, adic? o ?ar? izolat? energetic, adic? ocolit? de re?ele
electrice, conducte, gazoducte, oleoducte ?i f?r? un cuv?nt de spus.
De ce este un cadou pentru Rusia ? Simplu, Rusia nu vrea o pia?? unic? european?, Rom?nia va
submina aceast? pia?? unic? prin neimplicare, Moscova vrea ??ri izolate ?i se pare c? guvernului
Rom?niei ?i convine asta ?i tot Rusia nu vrea ca Rom?nia s? implementeze Directive UE privind
gazul, adic? un obiectiv drag Moscovei.
Ca s? fie ?i mai clare lucrurile, ?i pentru ca parteneri europeni s? ?n?eleag? c? Rom?nia cam las? de
izbeli?te toat? politica energetic? european?, ministrul Ni?? se comport? ?n consecin??. Adic? nu
trece pe la reuniunile mini?trilor energiei din UE, nici m?car pe la cele informale, cum a fost
cea recent? de la Vilnius din 19-20 septembrie 2013, pentru c? oricum ?i era fric? sau ru?ine s?
treac? pe la cele oficiale.

4. S? recapitul?m.
Pe 19 septembrie ?ncepe reuniunea informal? a mini?trilor energiei la Vilnius. Ministrul Ni?? nu
vine.
Pe 20 septembrie continu? reuniunea de la Vilnius cu punct pe ordinea de zi: stadiul implement?rii
pie?ei interne de energie ?n UE. Ministrul Ni?? nu vine. ?n schimb, surpriz?! Pre?edintele Traian
B?sescu face o vizit? fulger la ?antierul de mucava al gazoductului dintre Rom?nia ?i Moldova. De
la fa?a locului B?sescu va transmite direct mesaje televizate cum merge treaba ?n domeniul
energetic rom?nesc.
S? fie acest cadou al Rom?niei c?tre Moscova pre?ul pl?tit de Ponta pentru a se trage ?n poz? cu
Vladimir Putin la Kremlin ? sau s? fie doar pre?ul incompeten?ei ministrului Ni?? ?
