Plastic bag litter from Philadelphia and Cheltenham is polluting Rock Creek in Cheltenham, according to a photo survey along 1,500 feet of the creek near a Shop Rite parking lot, which found the creek inundated with plastic bags from stormwater runoff in the two municipalities.
