David MacKay is a graduate of the University of Prince Edward Island and holds a degree in political science and education. He is also a certified engineering technician and graduate of the Holland College Electro-Mechanical Technology program.
In 1997 he established the ENVIRO home energy conservation program, a program that provided energy conservation audits of Island homes, churches and various other institutional buildings.
