PerLaRe is an association that aims to adapt rhetoric to the modern age. It focuses on the role of rhetoric in politics, business, and the web. The manifesto states that rhetoric helps people communicate and reason more effectively in a peaceful manner. It is an important teaching tool that merges instruction, engagement, and entertainment. Rhetoric itself is neutral - it depends on a person's ethics how they use it. Knowing rhetoric allows one to recognize and counter demagoguery and manipulation. While not all have a gift for public speaking, many can improve and all can learn. The rules of rhetoric are also important for effective communication on the web.

THE MANIFESTO OF RHETORIC
Rhetoric is the use of words to persuade people peacefully. It helps to not only talk more efficiently, but also to reason better and understand contexts, problems and people. 1
Rhetoric is a crucial teaching tool, helping to merge docere (to teach), movere (involve), and delectare (amuse). Teaching is imperfect without these three elements. 2
Rhetoric is a techn辿 and is neither positive or negative. A persons ethics determines how he/ she uses it. 3
Rhetoric is a vaccine. A person who knows how to use rhetoric means he/she is able to recognise and counter demagogy and manipulation. 4
Very few people are born with the gift of oration; many can become good speakers, and everyone can learn. 5
The rules of rhetoric are crucial on the web. Inventio is required to create content, dispositio to organise it, elocutio to make it more engaging, memoria to arrange ones knowledge in digital form, and actio to enhance communicative performance. 6
