I am an Associate Professor in the Dept. of Development Sociology at Cornell University. I Co-Direct the Community and Regional Development Institute and Direct the New York State Center for Rural Schools. I study the implementation of social policy (particularly education policy), shared municipal services, and the linkage between rural schools and their communities.
