TJ Mavani of Leicestershire Police Licensing wanted to create a film showing the real nightlife in Leicester and how the police professionally deal with problems while keeping the nightlife safe. The meeting participants agreed to film various locations in town most weekends to ensure the film's success and safety. After discussing ideas, they decided the film would have no narrative, instead being very technical and similar to the style of the show Road Wars.
