Pwint Oo Swe was born to Father U Aung Gyi and Daw Thein May in Loikaw Kayar State. She is the eldest of the three born to U Aung Gyi and Daw Then May.
After graduating high school she moved to Yangon to attend Yangon University. She received a Bachelor of Arts in International Relations in 1995. In 1998 she received her post graduate diploma in Management and Administrations by Yangon Institute of Economics and Master of Business Administration in 2006 from the same institute.
