Raymond Kwun Sun LAU is a lecturer at the History Department, Hong Kong Baptist University. He holds a PhD in Political Science from the University of Queensland, Australia. His doctoral research examined the international community鈥檚 response to genocide and mass atrocities, including through the emerging doctrine of the Responsibility to Protect (R2P) and the International Criminal Court (ICC).
