Dr. Thomas Richter, born in 1967, studied IT (Dipl.), Technical Journalism, and BIS (M.Sc.). For three years, he worked self-employed as IT-Consultant and technical writer. Since his return from twelve months of field research in Seoul, South Korea (2007), he works at the University of Duisburg-Essen where he conducted lectures, research and managed European projects, and finally, was promoted to the doctoral degree in economics (Dr. rer. pol). His main research interests are related to e-Learning, OERs, standards and QM, and culture research. He is initiator of the Learning Culture Survey and published several papers in well-established conferences and renowned journals.
