Absolute best time was junior-senior years (1966-68) attending Forrest Sherman High School in Napoli, Italia! After BA in PoliSci from Susquehanna University and MA in PoliSci/International Relations at U Delaware, was awarded the first PhD in Marine Policy Studies by U Del's College of Marine Studies in 1978.
