Ms. Fischer works in community planning on issues specific to island nation governments, rural and small communities, and in special topic areas including multimodal (bikes to maritime freight) systems planning, smart growth, active-living, context sensitive design, community resilience, and disaster recovery planning. She currently heads transportation planning and emergency management and implementation for the Federal Highway Administration in Hawaii and US Pacific Territories - a geophysical area twice the size of the lower 48 States.
