COLONEL TAYLOR R. LOCKER
Col Taylor Locker, as a Department of Defense (DoD) Executive
Agent (EA) for Space (former National Security Space Office
(NSSO)) Reservist on AD serves as the Compliance Division Chief
(CDC) leading the Compliance Officers execution team, primarily
collocated with the AF Space & Missiles Systems Center (SMC) at
Los Angeles AFB, CA. The Special Assistant to the Deputy Under
Secretary of the Air Force (Space Programs), Col Lockers
Reporting Official is also designated the DoD Compliance Officer
(CO) for the Federal Trade Commission (FTC) Consent Order
against the Boeing and Lockheed Martin Joint Venture called
United Launch Alliance (ULA). Col Locker manages daily USG
Compliance monitoring execution for the CO.
As Compliance Division Chief, Col Locker is the most senior and
only military on-site Government personnel, representing NSSO,
DoD, and Compliance oversight to all parties; other Government
(e.g., AF GC), FFRDC (Aerospace supplies Compliance support
staff), and both the NGC and ULA respondents. The Compliance
team works with SMC systems acquisition Wings & Groups, both
at LA AFB in El Segundo, CA and at Kirtland AFB in
Albuquerque, NM. He is also primarily responsible for staffing Compliance resources: people, equipment,
facilities, and funding.
Col Locker received a US Army commission upon graduation from the University of Dayton, OH ROTC (3
year scholarship) in 1981 where he earned a Bachelor of Science degree in Physics. In 1985, after
completing nearly 4 years of active duty in the Army Chemical Corps (MOS 74A), 1Lt Locker Inter-Service
transferred from the Army Reserve to the Air Force Reserve to better service the military Space needs. At
the University of New Mexico, he earned a Master of Science degree in Electronics & Computer Engineering
(Space Environments) in 1989. He has completed professional military education: Army Chemical Officers
Basic Course, AF Squadron Officer School, Air Command and Staff College, Defense Acquisition
University: Advanced Program Management Course, Air War College, and was class leader at the AFSPC -
NRO sponsored National Security Space Institute (NSSI) Space 300 class in 2006.
FAMILY:
Colonel Locker is married to the former Stephanie Ann Wright of Barberton, OH. They celebrate their 30th
anniversary on June 20th
, 2011 on a cruise to Alaska. They have 3 children, 2 grown: Jonathan  27 was
married to his HS sweetheart in Jan 06 and they have their first child, Col Lockers first grandchild in May
10. First Lieutenant (1Lt) Steven  26, graduated from the AF Academy, majoring in Space Systems
(March 2009)
Engineering in May 08 and also serves at LA AFB at the SMC MilSatCom systems acquisition directorate
and Honor Guard. Steven was married in the USAFA Chapel in July 10, also to his HS classmate. And
Alicia  13遜, a living la vida loca, 8th
grade middle school, daughter was adopted from China as an infant.
