1) Thanh Son factory in Da Nang, Vietnam used to deal with disasters reactively without a plan, which caused confusion and stress when storms hit.
2) In 2012, a manager from Thanh Son factory participated in a disaster risk management training supported by USAID, learning how to develop a preparedness plan.
3) Now, Thanh Son factory has a detailed disaster management plan to minimize risks by protecting materials and equipment, and having clear responsibilities to maintain production during and after storms.

It is storm season again in the Central Region of Vietnam. Every year,
3-4 storms and 2-3 tropical depression directly affect Da Nang City,
and the number is rising. Between 2000 and 2009, natural disasters
caused 129 deaths in Da Nang. When natural disasters occur, the
people, the city and also their businesses suffer. Thanh Son factory, a
member of VINATEX Da Nang is one such Small and Medium Sized
Enterprise (SME). The company is hit every year and suffered serious
damage from storms in 2006 and 2009 resulting in loss of products,
raw materials and suspension of production for several weeks.
As for many other companies in the textile industry Thanh Son factory
has to maintain continuous production to deliver its orders on time.
However, each year the storms cause delays and suspension of pro-
duction. Raw materials often come directly from local contractors, who
are also disrupted. Finding replacements is difficult.
We dealt with disaster on the fly. Because we didn t have a plan in
place we were often very confused and stressed when disaster oc-
cured Ms. Dao Thi Luc, Director of Thanh Son factory.
In 2011, The Asia Foundation s USAID-OFDA funded Strengthening
Public-Private Partnerships for Disaster Risk Management and Com-
munity Resilience in Vietnam supported the Vietnam Chamber of
Commerce and Industry (VCCI) and NGO partners including the Cen-
tre for Education and Development (CED) to establish training courses
to build the capacity of businesses in disaster risk management. A
manager from Thanh Son factory participated in the training in 2012.
They were impressed and returned to the factory to develop a man-
agement plan to reduce disaster risks.
The factory is now well prepared for disaster. Their disaster manage-
ment plan includes both actions to be taken in preparation for a storm
as well as actions for response. Materials, products and machines are
covered and protected before the storm comes. Doors, windows and
the roof have been reinforced and are checked before a storm. De-
tailed action plans with clear steps and allocated responsibilities are in
place and practiced. These measures allow the company to minimize
the risks to their business, as well as maintaining production during
storms or, if they are serious, allowing rapid restart afterward.
After participating in a DRM training course we feel a lot more secure
when having to deal with storms Ms. Dao Thi Luc, Director of Thanh
Son factory.
Furthermore, the plan from Thanh Son factory has also been shared
with other textile companies within VINATEX as a case study/reference
for them to prepare and respond to storms.
