The government of the kingdom of Saudi Arabia attaches great importance to transformation to e-Government, due to the enormous benefits of e-Government concepts to the national economy. Pursuant to Royal Decree (7/B/2427) dated 16/1/1424 H, Ministry of Finance has been instructed to proceed with establishing an e-Government program. Royal Decree (133) dated 21/05/1424 assigned responsibility towards management, planning and development of the CIT sector, including launching e-Government, to Ministry of Communication and Information Technology (MCIT). Royal Decree (7/B/33181) dated 10/07/1424 H referred to MCIT the responsibility of establishing a plan to deliver e-Government services and
