The Difference between State and Central
FSSAI License Summary
In this article, we will get relevant information about
the relevant licenses and registration a food
operator needs to obtain for starting a food business
in India.
The Food Standards and Safety Authority of India
(FSSAI) is an authority controlling the regulation and
supervision of the safety of food and its related
products. All the food business operators are
required to obtain food licenses before starting their
business. FSSAI has laid down certain science-based
standards for all food-based products and controls
their manufacture, storage, distribution, sale as well
as import to ensure that the whole population gets
safe and hygienic food products for consumption.
Types of FSSAI license
FSSAI is responsible for both registration and
licensing of all food businesses. Depending upon the
size and the nature of the business, the registration

varies. Basic registrations are for small food
manufacturers, vendors and startup firms and are
issued by the state government.
At present, there are two different types of FSSAI
licenses:
 Central license
 State license
FSSAI has categorized these different types of
licenses based on the scale of operation of the
particular food business. Once the license is
obtained they are valid for a minimum period of 1
year and a maximum period of 5 years. With the help
of an FSSAI consultant, the license can be obtained
easily and quickly.
FSSAI State License
FSSAI state license is required for medium size food
business operators that include the manufacturers,
storage units, retailers, transporters, distributors,
marketers etc. This license is issued by the state
government and to obtain this, it is mandatory that
your business operation is only in one state. To be
more precise, according to FSSAI, those business

operators whose annual turnover is more than 12
lakhs and up to 20 crores are required to obtain the
state license before initiating their business
operation. Once obtained the license is valid up to a
maximum period of 5 years and the minimum time
duration up to which it should be used is 1 year.
FSSAI Central License
FSSAI central license is for large food business
operators whose annual turnover is more than 20
crores. It includes the importers, export-oriented
units, operators involved in central government
agencies, airports, proprietary food business
operators, etc. This license is issued by the central
government. If the operators have their food
business operating in more than one state then they
have to obtain the central license filing from the
state where the head office is located. Once the
license is obtained it is valid for a maximum period
of 5 years and before the expiry of the same, the
food operators have to renew it.

How state and central license differ from each
other?
The basic difference between the FSSAI State
License and the FSSAI Central License lies in the
business location, its annual turnover and the
business activity being carried. A food business
operating in more than one state with an annual
turnover that exceeds 20 crores must obtain a
central license issued by the central government and
the business operators with operation in a single
state with annual turnover more than 12 lakh and up
to 20 crores is required to obtain the state license
issued by the state government. The process of
obtaining the license is very time taking therefore, it
is better to take the help of an FSSAI License
Consultant to obtain license quickly.
