In October 1995, Mr. Bernd Papke, The Former Head of Albert Schweitzer Branch in Sachsen Anhalt, came to Cebu to observe residential institutions for different clientels group. Their first contact was Rev. Fr. Peter Zago, former Provincial Supervisor of the Don Bosco Provincialate of the Salesion Priests.
Fr. Zago and Fr. George Militante referred the request to the Department of Social Welfare and Development (DSWD). Mrs. Bebiana Horvath, one of the specialist of DSWD escorted the two guests in visiting the centers operated by DSWD and NGO, as well as the families where children who were scheduled for adoption and were licensed foster parents.
