I wouldn't presume to give anyone advice about their lives except for one thing that I've experienced enough to be sure is true:
If you're anything like me you probably have very strategic ways of putting things off. You tell yourself, either consciously or subconsciously, "I'll do that as soon as this happens" or "I'll talk to him/her later when the timing is right". The excuses/reasons you give yourself range from reasonable to ridiculous, especially when they're subconscious. But in the end, you almost always should stop waiting, especially when it comes to people and telling them how you feel or what you're thinking.
