Clovis Jose Baptista Neto served for 15 years (2000-2015) as the Executive Secretary of the Inter-American Telecommunication Commission (CITEL), the telecommunications arm of the Organization of the American States (OAS). Prior to taking office at CITEL in March 2000, he held several key positions in Brazil including Head of ANATEL鈥檚 Office of International Affairs and Special Adviser to the Minister of Communications. He also undertook major responsibilities in EMBRATEL, from 1974 to 1995, as Head of Department, Data Communications, Text and Telematics Services as well as Assistant Superintendent, International Network Operations and Brazilian Operations Representative before INTELSAT. C.
