Until his retirement from the government service and the National Economic and Development Authority (NEDA) on Nov. 4, 2008, he was the Assistant Director-General for Information and Communications Technology (ICT) and Knowledge Management (KM) at the National Economic and Development Authority (NEDA), the Philippine Government’s Central Economic Planning Agency.
He earned his master's degree in Public Administration at the University of the Philippines and completed post masteral studies in public administration and management at the University of Pittsburgh Graduate School of Public Administration. He also completed a special course on Management Services at the Royal Institute of Publi
