Goal of the presentation 
 The World Radiocommunication Conference (WRC) will discuss about 
allocation of spectrum for mission critical communication in Geneva, 
Switzerland, from 2 to 27 November 2015. 
 Until then we have to convince the regulators in our countries that we 
need spectrum to allow state-of-the-art data exchange in critical 
missions. 
 Report about the current initiative in the European Union 
 Are there similar activities in America, Australia, South Africa, Russian 
Federation ?

goods (rescue operations, law 
enforcement) and other values 
for society are at risk, especially 
when time is a vital factor.

 We have a dedicated PPDR spectrum for voice 
 Emergency services throughout Europe use a part of 
380-400 MHz spectrum 
 TETRA (Terrestrial Trunked Radio) 
 Specifically designed for use by government 
agencies, emergency services, for public safety 
networks, trail transportation (train radios), 
transport services and the military 
 TETRAPOL 
 We do not have a dedicated PPDR spectrum for data

 There is a need for video 
 Video helps experts in safe locations or 
command centers (Cold Zones) to 
manage and provide guidance to those in 
Hot Zones 
 Video increases officer safety by enabling 
interactive consultation with experts 
remotely for on site advice and support 
 Video from site portable cameras carried 
into Hot Zones or confined spaces can be 
sent to commander and remote experts.

International Radio Regulations, divides the world into three 
ITU regions for the purposes of managing the global radio 
spectrum.

Conclusion 
 We do not have a dedicated PPDR spectrum for data 
 Emergency services have an increasing demand for 
access to mobile broadband data services for their 
PPDR operations. 
 The establishment of mission critical mobile 
broadband data services requires a frequency band 
located below 1 GHz. 
 An opportunity is opening at 700 MHz.

Background 
 WRC-12 adopted Resolution 232 (WRC-12) relating to the allocation of 
the frequency band 694 790 MHz in Region 1 to  the Mobile Service, 
except aeronautical Mobile Service 
 This band is already allocated to the mobile service in Regions 2 and 3. 
 The frequency band 694790 MHz is also allocated to the broadcasting 
service on a primary basis in all three ITU Regions. 
 WRC-12 adopted Resolution 646 (WRC-12) which encouraged 
administrations, for the purpose of achieving regionally harmonized 
frequency bands, to consider certain identified frequency bands on a 
regional basis for public protection and disaster relief (PPDR) solutions

Challenges 
 It is evident that spectrum regulators in some countries plan to auction all 
available 700 MHz bandwidth to the highest commercial bidder. 
 In such cases, Emergency Services will be forced to purchase capacity from 
a commercial cellular network operator. They will have to share capacity with 
business and the general public, even during major incidents where life and 
property are at stake. 
 Experience shows that commercial operators are unable to guarantee the 
availability, security and stability of communications especially during times 
when good communications are needed most.

A 20 MHz allocation of 700 MHz spectrum will ensure that Canadas citizens will be able 
to receive the best possible public safety services, and that Canadian industry has 
opportunity to be competitive in this important domestic and global market. 
Responders need the right tools to protect and save lives.

The establishment of mission critical mobile broadband data services requires a frequency band located below 1 GHz. An opportunity is opening at 700 MHz.

The frequency band 694790 MHz is also allocated to the broadcasting service on a primary basis in all three ITU Regions. WRC-12 adopted Resolution 646 (WRC-12) which encouraged administrations, for the purpose of achieving regionally harmonized frequency bands, to consider certain identified frequency bands on a regional basis for public protection and disaster relief (PPDR) solutions

In such cases, Emergency Services will be forced to purchase capacity from a commercial cellular network operator. They will have to share capacity with business and the general public, even during major incidents where life and property are at stake. Experience shows that commercial operators are unable to guarantee the availability, security and stability of communications especially during times when good communications are needed most.
