My professional experience starts in 1991 as Ecos-Ouverture Programme officer in Asturias, within the EU Office of the Government of Asturias. Ouverture was a European Commission programme to support co-operation initiatives between EU and Central and Eastern Europe local and regional authorities, funded by the ERDF and the Phare Programme. I was responsible for the design and implementation of this programme (later on called Ecos-Ouverture) in Spain, Portugal and Bulgaria.
In 1994 I joined the international department of the Asturias Regional Development Institute, to support the internationalization of companies.
