Barangay Rugao is one of the 91 barangays of the Municipality of Ilagan in Isabela Province. It is located at the northern part of Ilagan (Northern part of Isabela). It currently has atleast 200 families. People of Rugao use Ilocano as a medium of communication and are generally farmers. Corn is the main crop closely followed by rice. Through the years, many residents go abroad to seek greener pasture. Barangay fiesta is held during the 29th and the 30th of April.
On December 20, 2010, Rugao Ilagan Isabela (RII) Facebook Community will host the first-ever and what is expected to be the biggest charity/gift-giving event in Rugao (by the people of Rugao) dubbed as "Rugao Gives Back".
