- 2. 3 different types of declaration of conformity regarding the quality of products There are 3 different types of declarations of conformity, depending on the level of independence: The manufacturer self declaration is much used, but does not always gives the customer the feeling being served in the appropriate way, because of the single interest of the manufacturer wanting to sell his beautiful en best product of all The declaration gains more confidence, when confirmed by a statement of a second party that is not totally independent, e.g. is not able to demonstrate this due to the nature of its occupancy, but considered acceptable (compare: the VMRG Quality mark ) The declaration of an independent third party, that can prove his independency through formal accreditation, gives the best possible support for a sustainable declaration and therefore to be trusted as really true (compare: the Dutch KOMO mark )

Surveillance and Certification Product certification according EN 45011 means: The inspection of a product and control of the production on the bases of a continuous surveillance carried out in the form of a (mostly) unexpected visit taking place at a regular interval and performing some tests to check the quality of the production at any time The inspection of the production means also looking into the process and making sure that the manufacturer himself is performing his own control of the production at the intervals as prescribed in the certification scheme To be witnessed on the bases of registrations of quality control carried out by the manufacturer himself, also at regular intervals

Certification and Notification Notification for implementation of the CPD will be based on accreditation in the near future and assigns bodies involved for a special task in relation to the CE-marking of building products Product Certification is a voluntary third party declaration regarding the quality of products, performed only at the request of a manufacturer who has voluntarily accepted third party control over his production Accreditation on the bases of EN 45011 provides a bases for qualification in order to be notified: Trustworthy as an independent (third) party Qualified on the bases of competence in the scope in which the body is accredited

SKG as notified Body and Certification Body SKG is also Certification Body, licensed for issuing KOMO certificates and owner of the Starmark for social security for more than 1150 hardware products: Basic: Heavy: Extra Heavy: SKG is Notified Body for testing (ITT) and inspection (FPC) and also Approval Body (member of EOTA, and as such a technical specification writer) for the implementation of the Construction Product Directive (CPD) and the application of CE-marking

SKG is accredited body for Certification (EN 45011) and also for Testing (ISO/IEC 17025) Specialized in fa巽ade elements such as doors, windows and hardware SKG is Notified Body for testing and certification, based on accreditation, but also: Notified Approval Body and member of EOTA in the scope of accreditation for issuing ETAs SKG is only one of about 9 Dutch institutes involved in the process of implementation of the CPD and the CE-marking of building products

- SKG ist zeit ihre Gr端ndung in 1977 ein Institut der sich besch辰ftigt mit Pr端fung und Zertifizierung in freiwilliges Felt. SKG created and owns the certification mark (mark of conformity) with the roofed house in order to demonstrate conformity with Dutch Standards and requirements. First and foremost with the intention to show clearly the burglar resistance of a product, related to the type of burglar in EN 1627. This European standard is not yet ready, but it is intended to be equivalent to the Dutch standard NEN 5096. (number of stars is equivalent to requirements and demands raised from classes 2, 3 and 4 as given in NEN 5096). Whereas class 2 in NEN 5096 (meant for doors and windows as a whole) is mandatory in Dutch building regulations for houses, the one and two star products may be exchanged on the bases of the number of stars. This is very convenient in order to avoid unnecessary and excessive testing of all products in all types of doors and windows. Since the creation of the Construction Product Directive (CPD) in 1989, in order to establish CE-marking for building products and free trading within the EU, SKG was also appointed notified body for hardware (amongst others) in the mandatory field. CE-marking in the case of hardware will be in most cases a declaration of conformity of the manufacturer itself (on digits representing classes on aspects and requirements in EN-standards). No involvement of a notified body will be necessary neither in testing, nor in factory production control (f.p.c.) in order to affix CE-marking to a product. Many aspects that are dealt with in EN-standards have nothing to do with requirements in relation to burglar resistance as defined in EN 1627 / NEN 5096 and have therefore no direct relation with the Starmark of SKG. On the other hand it is the intended use, which defines the characteristics (and duties) of a product needed for. In that respect the EN-standards can be of great help.
