Yuri Hohlov was among creators of the national science foundation - the Russian Foundation for Basic Research (1993) and directed its ICT Department. In 1996 he served as a Deputy Director of the Russian State Library responsible for IT and library automation services. He is Editor-in-Chief of the Russian Digital Libraries Journal and the Information Society Journal (Russia), Vice Chairman of the High Level Expert Committee for Russian Regions e-Development of the Russian Ministry of the IT and Communications, Chairman of the Expert Council of the Russian e-Development Partnership.
